¿BURIED ALIVE?

Changes to cities have always allowed for new perspectives to be formed, even though there’s always been pushback on some changes there is always opportunity for real progress to be made. But it becomes dangerous when too much change ends up dilapidating the culture and history of the environment. But for example if Rome is to be thought of as seven cities built on top of eachother, when do we start considering that to happen for these modern cities? I believe that ancient methods are hard to stay relative to and that's why when there is progress little by little the identity is forgotten but like Rome, the past cities have remnants that still appear even after the cities have completely changed and been redeveloped. What city is next?
